HMRC faces channel dilemma over SaaS plan
Pre-tender for £15m SaaS cloud-based solution appears to imply OJEU rather than G-Cloud procured Microsoft-solution and a reseller competition
HM Revenue & Customs’ (HMRC) publication of a pre-tender to acquire a Software-as-a-Service (SaaS) cloud-based solution suggests a preference for an Official Journal of the European Union (OJEU) procurement route rather than G-Cloud.
Although the £15m procurement is still at a pre-tender stage – a contract notice is not expected to be published until May 25 – it seems likely that HMRC will ultimately choose to procure through the wider OJEU route, though some might argue that the procurement appears to be eminently G-Cloud friendly.
However, there are several factors that appear to preclude HMRC’s use of the G-Cloud or Technology Products frameworks.
